Help With A Starving Dog!!!?

We have a dog named Felix, his current owner (whom we gave him to) has been neglecting him and when we drop off dog food at his house we think he HIMSELF is eating it..... We have no idea what to do. We have 4 pets already (two of which are taking care of puppies) can someone help me figure out where we can put him?
