Who is responisble for TV reception and problems in privately owned flat developments?

We are a block of 24 flats with TV ariel provided by the Limited Company we have formed but we are often asked to put right problems experienced by individual sets.Apart from this what will we be expected to do when the anologue signal stops? There is Cable connection to each flat.
