Grand Theft $3000 by family member?

Hello i have a friend who had $3000 stolen from her bank using a stolen debt card. She filed a police report and is being reimbursed by the bank. This morning her granddaughter called her and confessed to being the one who took the money. Granddaughter is trying to convince her to go to the bank and claim she is serial and forgot she lent her the money, i don t think that is a good choice because they wont let her be in charge of her money alone any more. Also if she calls the police and says her granddaughter confessed will she still be reimbursed the money if she doesn't press charges and can the city press charges if she says she doesn't wan to?
